separate CFG_TUSB_MEM_SECTION and CFG_TUSB_MEM_ALIGN to

- CFG_TUD_MEM_SECTION and CFG_TUD_MEM_ALIGN
- CFG_TUH_MEM_SECTION and CFG_TUH_MEM_ALIGN
- fix missing mem section and align for host
